Impact of the CoVE Programme on the Attitude and Engagement of Employers and Key Stakeholders

In November 2004, the Learning and Skills Council commissioned GHK and IPSOS Public Affairs to undertake the second annual survey of employers using the services of Centres of Vocational Excellence (CoVEs) together with a programme of qualitative interviews with key programme stakeholders. This is the second year of a research study that aims to track longitudinally the programme's influence on employer and stakeholder attitudes towards, and engagement with, post-16 learning and the FE sector in particular. Qualitative discussions with stakeholders provided the opportunity to examine this "attitudinal impact" in more detail, including its influence on stimulating collaboration between CoVEs and other post-16 providers, and in contributing to various aspects of the regional and sectoral skills development agenda.

Impact of the Centres of Vocational Excellence (CoVE) Programme: Attitude and Engagement of Employers and Key Stakeholders

This report looks at the findings of a survey by GHK and Ipsos UK who were commissioned in October 2003 by the Learning and Skills Council to develop and undertake a survey of employers using the services of Centres of Vocational Excellence (CoVE), Their aim was to identify the extent to which involvement with the programme was influencing their attitudes towards, and engagement with, post-16 learning, and the FE sector in particular. In parallel with this survey, a qualitative interview programme involving a wide range of programme stakeholders examined this ‘attitudinal impact’ in more detail, including its influence on stimulating collaboration between CoVEs and other post-16 providers, and in contributing to various aspects of the regional and sectoral skills development agenda.

Measuring progress - the impact of the COVES programme

The Centres of Vocational Excellence (CoVES) programme forms part of the government’s strategy to modernise the role that colleges and work based learning providers play in the national economy, by creating a network of CoVES to develop new, and enhance existing, high quality provision to meet the skills needs of employers. This report describes the progress of a sample of CoVEs towards the achievement of the eight desired programme outcomes, and comments on how CoVEs are measuring their progress towards each. The report also describes a series of future success factors identified by the CoVEs themselves, and makes recommendations, to CoVEs and the LSC, on areas which would benefit from further development.
